LEXINGTON, KY – The U.S. District Court for the Eastern District of Kentucky has ruled against the Biden Administration’s outrageous Title IX rules on the merits in the case Tennessee v. Cardona. A preliminary injunction had previously halted the rules from going into effect until the court could reach this ruling on the merits. If the rules had gone into effect last year, public K-12 schools and universities would have been required to allow males identifying as girls into girls’ restrooms, locker rooms, and sports. Non-complying institutions would have risked losing access to federal funding.
The ruling applies nationwide and to the entirety of the Biden Title IX rule, meaning the rule is completely invalidated, and the U.S. Department of Education is unable to enforce it anywhere across the nation.

“We are grateful for this victory against the Biden Administration’s radical redefinition of ‘sex’ that would reverse opportunities that women and girls have enjoyed for 50 years under Title IX. It is outrageous that this administration is willing to sacrifice the safety, privacy, and educational opportunities of women and girls at the altar of those promoting harmful gender ideologies.
“Kentucky must continue to lead in pushing back against these politicized efforts to promote radical gender ideology during the 2025 General Assembly. We look forward to January 20th, when these kinds of ridiculous abuses on the national level should be a thing of the past. We hope this also serves as a word of warning to the Beshear Administration not to continue pushing such harmful gender ideologies on the Commonwealth,” Walls concluded.
